Mo. court says home health law discriminates

JEFFERSON CITY, Mo. -- The Missouri Supreme Court says a state home health care law discriminates against people with mental disabilities.
The 2005 law for a personal care program prohibits participation by people who have a legal limit on their ability to make decisions, such as through the appointment of a guardian.
A woman who was excluded from the program challenged it St. Louis County court. Andrea Bechtel's mother, who is her legal guardian, had received payments to take care of her before the 2005 change in law.
