    Partners in Advancing Justice: Understanding the Role of Forensic Nurses & Attorneys

    Friday, September 12, at 12:00PM EST

    This presentation will provide an overview of the scope of practice and qualification for forensic nurses as well as implications for courtroom testimony, including attorney involvement.

    Practicing forensic nurses and criminal prosecutorial and defense attorneys will aim to discuss their varied roles, the legal standard for admissibility of expert testimony, and other considerations that are likely to arise in the courtroom.

    Learner Objectives

    1. Explain the scope of practice for a forensic nurse. 
    2. List the professional requirements to practice as a forensic nurse. 
    3. Identify three legal considerations related to practice as a forensic nurse. 
    4. Discuss the role of a prosecuting attorney in a forensic matter. 
    5. Explain how the prosecuting attorney works with a forensic nurse. 
    6. Discuss how a public defender or defense attorney will work with a forensic nurse. 
    7. Apply the scope of practice for a forensic nurse and the roles of the prosecuting and defense attorneys to a brief case study.

    PRESENTERS

    Belgin S. Palaz, Esq., Maryland Office of the Public Defender, Forensics Division, Baltimore, Maryland

    Belgin is an Assistant Public Defender in the Forensics Division of the Maryland Office of the Public Defender, where she works on cases involving expert testimony like forensic nursing through all stages of the proceedings, including pre-trial litigation, jury trials, and post-conviction hearings. Ms. Palaz is responsible for retaining independent experts for review of forensic nurse examinations in addition to litigation about the admissibility or scope of proposed testimony. In addition to her work as a public defender, Ms. Palaz is also an adjunct law professor at American University, Washington College of Law.


    Joanna Helsby, Esq, DeKalb County District Attorney’s Office, Atlanta, Georgia

    Joanna is the director of the Special Victim’s Unit for the DeKalb County District Attorney’s Office. Joanna has been a prosecutor for 16 years in the Atlanta Metro Area, most recently for 6 years in the Domestic Violence and Sexual Assault Unit. Joanna received her B.A. from Duke University in 2003 and her law degree from the Emory University School of Law. Joanna has also been a board member for the International Women’s House for 8 years, a nonprofit offering a safe haven and supportive services for women and children who are victims of family violence, sexual abuse, and human trafficking.


    Dr. Jennifer Johnson, DNP, APRN, AFN-BC, AFN-C, SANE-A, SANE-P, DF-AFN

    Jennifer is an advanced practice forensic nurse and owner of Johnson Legal Nurse Consulting, LLC. With over 20 years of clinical and forensic experience, she provides expert case review, consultation, and testimony in sexual assault, non-fatal strangulation, and forensic documentation standards. Dr. Johnson has developed national training programs and contributes to advancing forensic nursing practice and policy. Her expertise bridges healthcare and the legal system, ensuring accurate, trauma-informed, and evidence-based evaluations that strengthen patient care and justice outcomes.

    Education, New Graduate & Student Committee
    Monthly, 3rd Friday, 12noon eastern

    The TAANA Education, New Graduate & Student committee promotes core legal education in nursing programs, awareness of the unique role and function of the nurse attorney in nursing education, and acceptance in the academic community of the Juris Doctor as a terminal degree in nursing education.

    Meetings are held on the 3rd Friday of each month at 12noon eastern. The meetings last about 1 hour.

    The TAANA Board of Directors is seeking nominations for open positions on the Board of Directors:

    Qualifications
    Director (4 vacancies*) 2 years Fellow or Affiliate member with 2 consecutive years of membership. Each Director shall serve no more than three (3) consecutive full terms as a member of the Board of Directors. 
    President-Elect 3 years The President-Elect shall have been a member of the Association for the last four consecutive years and the past two consecutive years on the Board of Directors.

    Self nominations are encouraged.

    Requirements

    • The Board meets virtually six (6) times a year and one meeting, at the Annual Meeting and Educational Conference in October, is held in person.
    • The membership may elect up to 2 affiliate members.
    • Board members are expected to attend all meetings and pay their own expenses for travel, meals, and accommodations.
    • Board members may also be expected to perform additional duties such as serving as a liaison to a TAANA section or committee.
    • Directors can serve serveno more than three (3) consecutive full terms.

    Position & Duties

    Directors

    TAANA Directors represent the interests of their respective constituencies and carry out those responsibilities as delegated by the President.

    President-Elect

    The President-Elect shall perform those duties and assignments that may from time to time be delegated by the President. The President-Elect shall perform the duties of the President in the absence or disability of the President. In addition, the President-Elect shall be a member of the TAANA annual educational conference planning committee and serve as the primary liaison between the conference planning committee and the Board. The President-Elect, as requested by the President or the Board of Directors, may delegate duties to the Executive Director but is accountable for all delegated duties.

    President

    The President shall be the chief executive officer of TAANA and shall ensure that all orders and resolutions of the Board of Directors are implemented. The President shall preside at all meetings of the Board of Directors and the Membership and serve as an ex-officio member of all committees of the Board of Directors except the Nominations and Elections Committee. The President or designee shall sign all written contracts for and on behalf of TAANA and perform such other duties incident to the office of President. The President may delegate duties to the Executive Director, but the President shall retain responsibility for all delegated duties.
